[OS X Emacs] aquamacs line wrapping

I'm using aquamacs 1.9, and I've noticed two things.  First, even if I select save options, it won't stay with the hard wrap, which I woiuld like to be default.

Second, in Fortran 90/95 code, when I am adding to comments, if it does hard wrap the line, it inserts a space on the next line.  It will keep adding a space so that the comment is staircased.  Maybe this is the recommended formatting, but it looks odd to me.
