Did you turn off "Detect text wrap in text files"? (This is a common source of confusion.)

Perhaps you mean "Detect line wrap in text files".

Yes, I didn't turn that off when I first tried it, because I want to detect line wraps -- I just don't want to insert newlines. (I see that menu item executes "toggle-text-mode-auto-detect-wrap".) If I turn that option on or off from the menu, it doesn't seem to matter -- only "Break lines at 70" seems to matter.

In Jeff's step 4 (below), I had hook for "smart-spacing-mode" and "auto-detect-wrap shown". I deleted "auto-detect-wrap" (don't know if I had to), then had to reload the file to get the functionality I wanted.
2) check set-word-wrap
3) uncheck set-auto-fill
