[OS X TeX] TeX Live Utility/tlmr problem

I downloaded the Oct-22 MacTeX dmg, and it installed.  When I ran TLU,  
I got the same kind of problem others have seen using the above  
command, viz.

$ tlmgr --machine-readable --repository http:ftp.cstug.cz/pub/tex/ 
tlnet update --listg
location-url	http:ftp.cstug.cz/pub/tex/tlnet
tlmgr: package repository http:ftp.cstug.cz/pub/tex/tlnet
Cannot load TeX Live database from http:ftp.cstug.cz/pub/tex/tlnet at / 
usr/texbin/tlmgr line 3919.

'tlmgr' is the version you have (above).

After fooling around with a bunch of alternate mirrors, I clicked on  
the mirror URL at the bottom of the TLU pane.  It took me to a website  
showing only the 2008 TL directory. I tried a number of mirrors, and  
all showed the same thing.

Then I got a link from the TeX Live mirmon site, and pasted that into  
the prefs window.  From there, things seem to be going swimmingly.   
Or, at least, going.

Is this a Catch-22 or a Chicken/Egg thing?

PS: The Oct-22 dmg seems to have the fix for the "tries" typo in  
TLUtils.pm
