[OS X TeX] Relsize?

[Per Ting]

According to the CTAN Catalog online relsize is part of texlive, but after
installing Mactex 2009, when I run Texlive utility it does not show
that relsize has been installed. Shouldn't it show in TL utility if it is
part of TL?
