[OS X Emacs] Something seems amiss with the minibuffer

First try messing around a bit with Aquamacs.  Maybe I'm just doing
something wrong.

    1. Start Aquamacs
    2. Execute M-x find-function RET python-mode RET
    3. Note that it pops up in the same frame.
    4. Execute C-h a mail RET
    5. Make the results the only window (C-x 0)
    6. Execute M-x find-function RET python-mode RET
    7. Note that it pops up in a new frame.  Whoa!
    8. Type C-x C-f
    9. Note that *it also* pops up a new frame.

What gives?  Is this a bug or expected behavior?
