If you download today's nightly build (for Intel - PPC doesn't work  
right now), you should find that you can set 'inhibit-startup-screen'   
to nil in your Preferences.el in order to get the splash & welcome  
screens back.

This is a version in development, so please report problems to  
aquamacs-devel.
