I can corroborate that this is also the case with Aquamacs 1.5rc3.   
The Window menu item lists up to the *Messages*  buffer and nothing  
beyond it.  However, if I then to the *Buffer List* buffer and 'bury'  
*Messages*, the Window menu item does NOT list until *Messages*, but  
lists only 8 of the buffers, and NOT in the same order as in *Buffers  
List*.
