[OS X Emacs] startup directory

i have installed the newest aquamacs, and i am having a weird problem..

when i start up the program, it doesn't appear to be loading up  
~/.emacs...

when i do a C-x f to open a file, it is showing the directory as /,  
not ~

are these two problems related?

anyone have any ideas how to solve them?
