[OS X Emacs] Hiding menu bar without fullscreen

further to my last message:
The method I proposed won't work, because the menu bar reappears and  
it's not always getting the reopen-application event when it regains  
focus.  (There's another even for that, I believe, but I don't think  
we're getting it.)

You could probably use an idle timer event to just call mac-hide-menu- 
bar all the time.  It's not pretty, but it should work.
