Hmm, precisely this works for me just fine!
Did you check the value of text-mode-hook?
Perhaps the auto wrap detection function is coming after your auto- 
fill-mode call, so it'll override.  Just a guess...

If you set the `auto-word-wrap-default-function' to `auto-fill-mode',  
you can get a very similar effect (while preserving soft-wrap editing  
for files that are written specifically in this mode).
Perhaps that's more reliable/convenient for you.
