[OS X Emacs] tabs ? spaces ?

I am editing a readme.txt file.

When I indent lines with the tab key, sometimes I get a tab, sometimes  
I get 3 spaces, sometimes 5.

I don't care about spaces or tags, but I can't see the pattern in  
what's going on and I'd like some consistency...

What is going on here ?
