Just to be sure: what you are calling a window here is an emacs frame,
right? In that case, are you guys using ido? On the customization group for
ido there is an option called "Ido Default File Method" and by default it's
"Raise frame if already visited" for me. I couldn't find a correspondent
option for normal file finding.
