It looks like somebody would have to implement `list-system-processes' in C to bridge the appropriate BSD call to Emacs Lisp.  Doesn't sound like a daunting task.  People unfamiliar with Emacs and its C implementation should simply look into nsterm.m and add a `DEFUN' macro call plus a "defsubr" statement (at the end of the file), and that's pretty much it.  There are also plenty of examples on how to construct a Lisp list by calling Fcons().
