[OS X Emacs] option-as-meta

Perhaps I did, but pressing C-; again just toggles between "Option is Meta" and "Option is not Meta".  In neither case do I get my left option to behave as Meta again. It also doesn't make any difference whether "Right Option is Meta" is checked or unchecked: left option doesn't behave as Meta in either case.
