Why should it? The *shell* buffer is a normal text buffer, not a terminal, so the cursor can be moved around. If you want some stricter terminal behaviour, read about and then use term and eshell. (M-p/M-n also browse in the history.)
There is also an option that the cursor stays at the end of the line when it's moved vertically.
