Yes.  But if it's already meta, leave it that way.
This would only work if Fn-Up was interpreted as fn-up rather than `prior' (if ns-function-key is set), which is not the case.

By setting the key binding in osx-key-mode-map, things should work as expected.  See also the Aquamacs FAQ.
