[OS X Emacs] strange behaviour of dvipdfmx and xdvipdfmx in Emacs

Does it work with the same Emacs version in TeX Live 2016?

(Basic) TeX Live 2017 from 2017-05-23 has a little bug in /usr/local/texlive/2017basic/texmf.cnf. TEXMFVAR should read "~/Library/texlive/2017basic/texmf-var" and not "~Library/texlive/2017basic/texmf-var". Could be this causes the "1Unable to read environment locale:exit now." report.

Updated packages of MacTeX-2017 and BasicTex-2017 are available.
