[OS X Emacs] Can't update packages

Sorry if I'm being dense, but are you suggesting I run something like the following?
gpg --homedir ~/.emacs.d/elpa/gnupg --receive-keys 066DAFCB81E42C40

When I try that I get the error 
gpg: keyblock resource '/Users/devin/.emacs.d/elpa/gnupg/pubring.kbx': No such file or directory
gpg: failed to create temporary file '/Users/devin/.emacs.d/elpa/gnupg/.#lk0x00007f8798805100.Devins-MacBook-Pro.local.46819': No such file or directory
gpg: connecting dirmngr at '/Users/devin/.emacs.d/elpa/gnupg/S.dirmngr' failed: No such file or directory
gpg: keyserver receive failed: No dirmngr

Should I create the directory "/Users/devin/.emacs.d/elpa/gnupg/"? Or tell gpg to look somewhere else?
