Was the above copied from a Terminal shell, or some sort of shell
inside emacs?
Terminal shell: How did you get and install teTeX?
emacs shell: Assuming that latex runs properly from a Terminal shell,
the problem is probably that you have to tell the emacs shells the
correct value of the PATH environment variable.
