I think you should suppress the lines:
documentclass[12pt]{report}
\begin{document}
and
\end{document}
in one.tex etc.
These lines can only be used once in a given LaTeX run, and LaTeXing
your main file (the one with the \include commands) just implies
verbatim inclusion of all the content of the files called by \include
commands.
