Ok, there definitely is a bug here with CommandCompletion. If the 
default encoding in the prefs is set to UTF-8, CommandCompletion 
doesn't work.

Try the following: Set default encoding to UTF8, open the completion 
file over the menu, save it, close it, and now try to complete a 
command in another file. It doesn't work.

Set the default encoding to MacOSRoman, open the completion file again, 
save it, everything works fine now.

I can reproduce this constantly-
