The standard LaTeX Article class stylesheet in Publicon (stupidly) doesn't appear to allow you to do this. I haven't used Publicon for producing LaTeX (seems a bit backasswards to me). I have had some exchanges with Wolfram since the trial became available and I think its fair to say that they know that their LaTeX stuff needs a lot of work. They are planning to add a LaTeX importer too.

In the meantime, you could get this to work by editing a copy of the relevant stylesheet. Its quite easy if you know a little XML and CSS. There are some rough instructions in the help browser.

FWIW, I would not recommend using Publicon to produce LaTeX on OS X. There are better ways. Its (Publicon's) attraction lies (for me) in its XML backend and the fact that its likely to catch on in a fairly big way with Publishers that have Mathematical, Physics, Chemistry or Biomedical journals in their portfolios. They will probably either provide their own stylesheets, get Wolfram to knock them up or write their own transforms that run on one or more of the standard stylesheets.

Its a fairly nice document model and has some nice features, but the UI is very shoddy at the moment.
