A GUI utility for editing it is freely available as RCEnvironment.

It creates automatically ~/.MacOSX/environment.plist unless it is 
already existent.

Some of you may find useful RCDefaultApp in the same page. It enables 
you to control default application settings finely. For example, you 
can remove telnet handler.
