I haven't seen a recommendation for Create (non-free, but you can get an academic discount) from Stone Design, but I prefer it to OmniGraffle for drawing and annotating figures, since it has better control over curves/splines and text layout (IMO). Not to mention free upgrades and excellent support from the developer (for one issue that I had, he fixed the bug and sent me an updated version of the software on a Sunday). They have a 30-day full featured demo, also, so you can try it out (I have no affiliation with Stone Design except as a satisfied customer).

OmniGraffle is much better for flowcharts and schematic diagrams where you want objects to maintain connections, though, and Omni also has good tech support.
