Are you trying to get this done *by* a request coming from the web ?
Then you need to install the  'suexec'  patch to the Apache web-server.

An alternative is to have the directory world-writeable, which is
potentially a security hole.


(BTW, there's nothing "dump" about writing web-secure applications
and CGI scripts. Many things are not at all obvious.)
