And of course reasons why one wouldn't want to. This script provides a

The script is supposed to (but doesn't until a bug is fixed) use
kpsewhich to find the bibtex files, whether they exist in
~/texmf/bibtex or anywhere else in the TeX tree.
But your statement is correct - bibtex files shouldn't be stored
locally per project, since that defeats (one of) the purpose(s) of
bibtex itself!

Are scripts much faster when compiled? This could be very useful...
