When you do this, I recommend typesetting bibtex.tex with pdfTeX  
instead of TeX + dvips: in that case, an alternative version of the  
original macro file webmac.tex is used automatically, called  
pdfwebmac.tex and tailored for pdfTeX. The effect is dramatic: all  
cross-references ("this code is used in sections such and such", or  
"builds upon code from sections such and such"), and all index  
entries, are turned into hyperlinks, making the document fairly easy  
to navigate.
