"should", yes, I agree. But in reality you can't; open-x11 doesn't allow 
to pass arguments to executables nor options, and the above gives

   xdvi: unknown application: -a

You can use "open-x11 xdvi" followed by selection of my.dvi in xdvi's 
File menu.
