[OS X TeX] a question concerning the file system

The system wide locations (such as texmf.local) use a database to  
find the requested files more quickly. When installing in ~/Library/ 
texmf, the actual directories are searched (which is slow), the rest  
of the tree is searched from the database. If a file is not in the  
database, it will not be found.

You can update this database by running mktexlsr as a sper-user  
(administrator): sudo mktexlsr
