In such cases I'd redefine the \emph command to produce boldface text, 
and use emphasise - because that is what you apply. Or define an 
\emphatic command instead. I've learned the hard way that introducing 
font-changing commands directly in your text is a bad idea.

Certainly, there is a reason that underlining is pretty much hacked 
onto LaTeX later on, instead of being there from the start.
