Personally I'd probably patch it in a different way, by temporarily 
disabling the \clearpage command that \include uses. Something along 
the lines of:

\def\include#1 {\let\clearpage=\relax \INCLUDE{#1} 

Haven't tried it though. (NB: This would fail if your included file 
wants to use \clearpage itself!)
