It seems that one of your packages needs pictex, which is known to use
a huge amount of dimension registers.
On my gwTeX installation (teTeX 3 with iinstaller) there is an
alternative
pictexwd.sty and pictexwd.tex which claims to use less dimension
registers.
Maybe you can persuade your chemical package to use pictexwd instead of
pictex or just change the line "\input pictex" in pictex.sty to
"\input pictexwd".
