Yes, the xemacs you get is very minimal and you really need to download
the packages from www.xemacs.org.

I've found the easiest way to do things so far (since installing the
packages through the menu doesn't work yet in carbon) is to compile
carbon xemacs to point to the same package directory as x11 xemacs
(using the --package-path option to configure) and using x11 xemacs to
keep up to date on packages. 

Font sets don't exist in xemacs. These things are supposed to work by
language environment etc under the options menu. I would suggest
writing to xemacs-beta if you have found some instances which don't
work properly.
