The whole \long and non-\long aspect causes a lot of troubles
internally since text strings stored this way can't easily be compared
since you have to take that into account.
Actually there was talk about coding \newcommand and friends in such a
way that in case the command in question had no arguments, it would
always be non-long. However it would break a lot of existing code
simply because programmers had long been working around the original
silliness...
