No, it's rather primitive. When an ell is slanted to the right it's 
upper parts might collide with an upright standing question mark. You 
get the clue?

No, it can't. As long as you keep all your senses together you'll never 
change an existent font but create and test a new local name.

No. As I tried to describe you create a new local variant of, say, 
Times, in which the SmallCaps are not faked from the upright but the 
italic fonts. To write in italic SmallCaps you switch the font. Since 
the standard forms are not changed there is no change visible -- until 
it comes to SmallCaps!
