texmf.gwtex contains the stuff I think is missing from texmf.tetex. If I
would install the ConTeXt updater there, the ConTeXt updater would not
survive a TeX i-Package (re)install.
Look at it this way:
texmf.tetex - maintained by TE and redistributed by GW via tex.ii2
texmf.gwtex - maintained by GW via tex.ii2
texmf.local - maintained by local admin via various means, amongst which
context-update.ii2, musixtex.ii2, but also manual installs.

PS I could have merged those extra's in texmf.tetex (and for Latin Modern
I actually do that) but I wanted it to be clear that the contents of
texmf.tetex were maintained by TE, not by me.
