TextMate (www.macromates.com) has just such a function.  You would
need to line up your &s beforehand, unfortunately, but once you did
so, you could select a block of text from just before the column
separator you wanted to add in front of in the first row to just
before the column separator you wanted to add in front of in the last
row, and press Option---now you've got selected the space just in
front of that column separator in every row of your table; just press
'& ' to add the extra column. . .
