Yes, indeed.
So to get the same result you need to include a \textstyle switch;
viz.

    \begin{equation*}
    {\textstyle\denom{D\mathsmaller{ECI}}}\;{\textstyle\denom{Dollars}}
    \end{equation*}

or

    \begin{displaymath}
    {\textstyle\denom{D\mathsmaller{ECI}}}\;{\textstyle\denom{Dollars}}
    \end{displaymath}
