I probably even suggested that route to you, but you might take a look at what I'm doing with BibDesk's importer for guessing encodings.  <http://cvs.sourceforge.net/viewcvs.py/bibdesk/bibdesk/BibImporter/Attic/GetMetadataForFile.m?rev=1.1.4.7&only_with_tag=BR_1x&view=auto>, inside the if(UTTypeEqual(contentTypeUTI, bibtexUTI) || UTTypeEqual(contentTypeUTI, risUTI)).
