With gs 8.51, bbox 1.13, and ps2eps 1.54 I get wrong values too:

I used as input to epstopdf as to ps2pdf14 + pdfcrop the same EPS
file, the one created from a PS file via pstoeps.
With your EPS file epstopdf outputs:
* Old BoundingBox: 0 0 230 230
* New BoundingBox: 0 0 230 230
and ps2pdf14 (+ pdfcrop) produces:
* Page 1: 0 0 231 231
epstopdf's output looks unclipped, pdfcrop's output is at top and at
right one pixel too big. Using a circle with 25 pt line width around
its centre at (113,113) from a 'hand optimised' EPS file for *me*
only ps2pdf13 + pdfcrop produce a good PDF file. pstopdf and epstopdf
2.9.4gw, 2005/10/06 both clip. This circle has an outer diameter of
225 pt, spanning in x and in y from 0.5 to 225.5. This is expressed
in an unprecise (lowres) and an exact hires bounding box:
%%BoundingBox: 0 0 226 226
%%HiResBoundingBox: 0.500000 0.500000 225.500000 225.500000
A perfect solution would be to offer in TeXShop's preferences three
choices:
pstopdf
epstopdf
ps2pdf13 + pdfcrop
In that case there would be a real chance to have the adequate tool
prepared for the job.
