\overbrace and \underbrace create an operator in the eyes of TeX (just  
like \sum), which means that they allow subscripts and superscripts:

\documentclass{article}
\begin{document}
\[
   \underbrace{ARG}_{xyz}^{abc}
\]
\end{document}
