As far as I can tell, if plain is configured for babel (tha is what i- 
Installer's TeX does) then the following should work

-8<----
\input italian.sty % Yes a .sty, even for plain tex...

blah blah  blah

\bye
-8<----

It will complain if the italian hyphenation patterns were not loaded  
at the configuration stage... The same will work for any language  
recoginzed by babel.
