I have, but on 10.4 only (there is a thread on the Xindy mailing list
on the troubles of compiling it on 10.3).

1) get it: http://dev.atmarama.org/xindy-2.2-beta2.tar.gz
2) unpack it: tar -xzf xindy-2.2-beta2.tar.gz
3) go into the build directory: cd xindy-2.2-beta2
4) configure the build: ./configure
5) build it: make
6) test the build before actually installing: make check
7) install it: sudo make install
8) figure out how to use it, but I guess you have the latex companion
second edition in front of you.

This beta includes a lisp that is known to work with xindy,
simplifying the build quite a bit. Total install time: about 15
minutes on my G4 powerbook. The install will be placed in the /usr/
local tree.

HTH,

Maarten
