No, not really. Imagine a picture with some complicated background and a
circle on top of it. Now you want to move the circle 1 cm to the right.
But the background should stay (and the part that was hiddden by the circle
should appear again).

So is SVG.

That shows. SVG is a vector format based on XML. You shouldn't replace
vector format files with bitmap files.
