If you mean: can LaTeX work with typing “, ”, ‘, and ’ manually: yes.
If you mean: can LaTeX figure out all by itself which one I want if I
type " or ': no, and the reason should be obvious after carefully
reading Williams post: there is not algorithm that can do this.
BTW, if you really want two single quotes in a row, you’ll have to
break the ligature: '{}' ought to do this. A similar trick is needed
when you need ”’: ''{}'
