You either need to put latexdiff-fast into a place that is searched  
for commands by bash ($PATH describes these places) or you need to  
augment the environment variable PATH by the name of the directory  
where you "installed" latexdiff-fast.

You also should check the permissions of latexdiff-fast: the file  
should be executable, at least for you.
