[OS X TeX] Figure captions

The journal I'm submitting to wants a list of figure captions  
separately from the graphics. So I removed the graphics and was left  
a series of four "empty" figures that looked like

\begin{figure}
\caption{blah...}
\label{fig:foo}
\end{figure}

so that I don't mess up the \ref{fig:foo} in the text. The problem is  
that latex places 3 of my 4 captions on one page and moves the fourth  
to the next page. My captions are few lines each, so there's more  
than enough room to fit them on page. I finally got around this by  
creating an enumerate environment, copy/pasting the captions, etc.   
but this entirely defies the premise that such manual labor is most  
suited for machines, not humans.

Is there a graceful way to produce a list of figure captions on a  
(single) page?
