Texdoc uses internally kpsewhich to determine the document. Can you try:

	kpsewhich -format='TeX system documentation' natbib.pdf
	kpsewhich -format='TeX system documentation' natbib.dvi
	kpsewhich -format='TeX system documentation' natbib.ps

Kpsewhich needs the extension, texdoc tries all known extensions if  
the argument comes without. In my fattened TeX Live i-Package I  
cannot find any documentation on natbib ...
