Here is your source rewritten to work in plain tex:

This line is black.

{\color{red} This line is red}

This black line is below the red line.

This rewrite requires the file "color.tex" which you can get from
CTAN:

	http://www.ctan.org/tex-archive/macros/plain/graphics/

And here is a useful hint: Google knows a lot about TeX. I got
to this CTAN location by typing "color in plain tex" in Google
search. The CTAN site was the first web site listed.
