$ texdoc -l index
/usr/local/TeXLive/texmf.texlive/doc/latex/index/index.pdf
/usr/local/TeXLive/texmf.texlive/doc/latex/camel/index.dvi
/usr/local/TeXLive/texmf.texlive/doc/jadetex/base/index.html

Should be like this. Have you tried running as another (fresh) user  
to see if something in your personal setup interferes?
